Funding the commons ( something of infrastructures like internet rather than economic term) before/never becoming business is historically three methods in my thought.
1. state budget by tax and seigniorage
2. sponsored with richmen by business and stock profit
3. crowd funding like religious offering and guild
1 or 2 is main especially in science and technology. 3 is after all almost to democratize 2.
most of people can't evaluate without someone else's reputation, so it's scarce to be able to fund from zero to one. A few is struggling and passionate about it.
There were many topics about not only research but also citizens' movement in the conference, and many are tied to local governments and are in rural revitalization. That is main sponsor is 1, combined with 3.
I would like to know if this is unique to Japan or if it is the similar wherever in population-declined developed countries.
