Two degrees on either side of the setpoint, or just below?

Does the temperature wander when the printer is idling with the hotend and extruder motionless, or does it happen only when printing?

Does the hotend you are using have the thermistor immediately adjacent to the heater cartridge or further away?

I had a volcano-style block that had a cartridge-style thermistor in the opposite side of the block from the heater than the nozzle, and it oscillated that way. It was a little better when I switch to a block with an external thermistor screwed to the side of a new copper volcano-style block, until that thermistor started to fail, when it got crazy. I got the most stable heating when I drilled a 3mm hole in the copper block such that the screw hole meant to hold an external thermistor to the outside of the block was instead used to lock the cartridge thermistor in place, and it was adjacent to both the heater cartridge and the nozzle, and that thermistor has not failed so far.

Driven by Klipper, that idles ±0.1°C consistently, though on temperature increase it will initially overshoot by about 0.6-0.7°C

My Qidi X-Max 3, also driven by Klipper, with a ceramic heating element, right now, while printing with varied speeds (going back and forth between small supports and large parameters) is varying by ±0.3°C.

You can reasonably expect better than ±2°C (or worse).
