Unless it is in mentioned in their contract as part of their job (e.g. review 20 journal articles per year) the same way as teaching is. The argument is super simple: have they accepted such terms? If they have, then they have to do it. At the moment I don't know anyone having such term in their contract, so they should be paid. Reviewing a paper is a hard work, especially because the reviewer should make sure the numbers adds up, and the results are valid.
