Relays could do that and I imagine some would. The only requirements of the relays are to follow the NIPs.
Anything beyond that can be done outside of the protocol.
I think general guidance is if you need opsec is to use the usual channels or obfuscation and assume anything you publish will be viewable by everyone…forever.
