if someone gets measles in a developed country, normally it's an act of nature's purposelessness / "act of god" level rare event -- a freak of nature whoopsie that quickly ends. Or alternatively: it's because someone sinned -- an antivaxxer didn't pull their weight, someone didn't get their vaccine, someone brought a measles+ kid from asia to north america or something.
the idea that there could be *intentional disinformation campaigns* run by say the US government's secret police to undermine faith in vaccines specifically to spread measles is crazy and unthinkable to most people. They don't appreciate how the fact that measles is spreading isn't just some random chance thing, isn't just some individual antivaxxers fucking up but an *actual attack on the public health of the nation* by people with names and addresses
