To be more realistic, these organized crime operations are really crypto military operations (always have been) with huge consequences for the United States (who always seems to lose these). For example, the Mafia (Meyer Lansky in US post 1931) ran the terror and assassinations that established Israel and armed it.
I think the counter military operations have to keep that in mind first.
