I agree with your sentiment, but when I did a stint at IBM Cloud, after my amazing boss retired, we regressed to IBM norms and up front estimating really meant doing a very detailed design of the code before writing it. Planning out functional decomposition, signatures, and enumerating loops and conditionals that would be required. Using that exercise to uncover some of the unknown unknowns earlier in the process, before producing a personal finger in the air estimate.
