As far as I know, yes. I don't think you can change a setting to get to that mode.
I do plug mine into USB for firmware updates... but I think that is pretty safe, as I do a factory reset before/after. That should wipe out anything nefarious that might have put something on there while plugged into USB... at least in theory (if Blockstream did things right).
The new Jade Plus would be a bit better with ability to firmware update with a SD card, and I think it has more hardware integrity checking built-in, if I recall.
