If a user gets banned today, from all relays, then their relay list won't be updated and nobody will see where they are supposed to outbox to now.
It's always going to be a chicken and egg problem that you can't solve for. You have to acknowledge that a mass all at once ban is not solvable today, and it's not solvable with outbox.
