In Germany providers have to have a special VPN appliance to transfer data. Transfers are only allowed to destinations behind that VPN.

VPN is secured by chipcard, so any attacker has difficulty providing a valid target for a data request. As the police is organized on a state level, the organization is usually better.

The level of bureaucracy involved is also an unintended defense layer.

Due to the low level of IT integration into police work, attack surface is currently relatively small compared to PDs in the U.S.

Negative: the rampant technological cluelessness creates its own attack vectors.
