Others may have more hard data on the matter but in my experience I would say earlier in the week, Mon-Wed, in the morning hours and in the evenings tend to be the most active. Fridays in the afternoon into early evening seems to be a bit active too. Saturdays and Sundays are quieter. This is US focused experience to be clear. I think most users of that hash tag are in the US.
