A few people have pointed out that it feels like tests/interfaces etc. should have a place here...and I think they are correct.
Addendum: Constraints
Requirements also motivate zero or more constraints.
A constraint is defined as any limitation on the implementation of the system (e.g. a test is a constraint, so is an interface, or a type - they all limit the ultimate expression of the implementation)
