The Social Affairs Commission (CAS) approved a proposal from District Councilor Gabriel Magno (PT) to create the IPTU Social. The initiative amends Law No. 6,466/2019 to exempt low-income taxpayers from paying the Urban Property Tax (IPTU). According to the approved text, property owners with a taxable value of up to R$ 120,100, provided the property is their only one, used exclusively for residential purposes, and the owner has a monthly income of up to two minimum wages, or is a beneficiary of government transfer programs, will be eligible for exemption. The councilor argues that the IPTU should be charged in a more equitable manner, proportional to the taxpayer's income. He argues that this differentiation would allow the tax system to achieve crucial objectives. The rapporteur of the matter in the CAS, District Councilor Max Maciel (Psol), highlighted in his report that the proposal promotes tax justice by addressing constitutional principles such as the capacity to contribute, proportionality, and equality. The ordinary meeting of the CAS was attended by District Councilors Max Maciel (Psol), Martins Machado (Republicans), and Rogério Morro da Cruz (PRD). A total of 27 proposals and 22 indications were approved.
