** The tls.el and starttls.el libraries are now marked obsolete.
Use of built-in libgnutls based functionality (described in the Emacs
GnuTLS manual) is recommended instead.
And the commit message links to bug#31457 (https://bugs.gnu.org/31457). So I'm guessing you need to make sure you have Emacs built with TLS support?
