It's interesting how much these things overlap: modernity, bureaucracy, mixed economy.
If you have the power of the purse, it is difficult not to want to "help" situations at first.
It's only when you see the multigenerational consequences, or have read of them in history, that it becomes clear how destructive mixed economies are.
