I think he finally just stopped. Never really got "fixed." People did find ways to keep him from showing up, but there were tradeoffs for doing so.
For instance, that was the birth of the web-of-trust relay, where users would only read from relays that whitelisted npubs from a particular user's web-of-trust. However, that meant new users generally weren't seen at all, either.
Other users went to paid relays only. This had a similar issue of not seeing new users' notes, since most newbies just use whatever public relays their client has set up by default.
Many relays also updated their spam mitigation measures to have more strict rate-limiting, etc.
All that said, I think we have more spam wars in our future as Nostr adoption grows.
