I would guess that most of what you're calling "safety" here is really people not wanting to be watched by authorities (whether it's the state or their more "trust and safety" minded peers). This is true for 100% of the private group chats I'm in. They are private so that we can discuss things without worrying about lame safety minded people.
On nostr it's fine if these people can see because it will not result in getting banned.
