I lived in England about 10 years ago, and at that time you were well within your rights to refuse the "officer" (bare in mind, this is not a police officer, or at least it wasn't then) entry to your home. There were no repercussions from that. It's a "vampire can't enter without an invitation" kind of situation, they play on the assumption that you will comply from soft intimidation.

That's what I did, I didn't pay and I refused entry as an invasion of privacy, straight up told them I don't let strangers in my home. They tried a few more times in the following months and eventually gave up when trying to get my money was costing them more than they would have got from me. Tbf though, I also didn't use a single service covered by the license so I also wasn't being dishonest 🤷🏻‍♂️
