Yes they connect to relays, hopefully not all the same relay though. Some of the clients basically use a hardcoded relay list, or set up new users with a default list which is effectively the same. The thing is, you can't expect to "see" every message in the world. It's not meant to work like that. If every message is on every relay we'll fall over rapidly
