No, I don't really build anything with 3rd party libs that are not part of the std lib in the runtime. NPM would be the closest but I also haven't run into any issues with them.

So I might be getting rate limited by Google then? But after I run into this issue, I can't download the tarball from GitHub either so I assumed it was GitHub limiting me.
