Government should have two options to pay: subscription package and à la carte.
You either pay a certain amount every year for all public services, or you pay nothing, but every time you use a public service you get billed for that instance. You get a "bulk discount" for the subscription model.
Implement this, and watch just how much friendlier government becomes when it has to actually compete for your money.
