When it comes to the cost, I think the fairest and most ethical way to distribute them is that each pays for his own costs.
That way, no theft needs to take place. Because if you decide that someone, against his will, must pay, that is theft, and this is unethical. Especially when enforced by violence, which adds insult to injury, or rather injury to insult.
