Tor is more private but also a lot slower, it depends on the threat model, if you're just trying to hide your home IP from other nostr users, or torrent or download from libgen a bit, a VPN is fine

but yes the VPN provider can do the same spying as an ISP and as they know your source IP, they could still correlate it, and give this information when pressured

if you need strong anonymity opsec (especially when dealing with nation states) then Tor is absolutely the minimum, you can combine it with a VPN as well or even do VPN-over-tor-over-VPN if you want to hide that you're using Tor to both your ISP and the destination site
