That's literally the answer, yes. It basically just tries to do some pings or whatever to Google servers and if it gets data back it assumes that it has internet, otherwise it tells you that there's no internet. For example, whenever I'm in China my phone will always tell me that the WiFi networks I'm connected to lack internet...because it cannot reach Google servers (blocked via the "GFC"). However, if I switch onto VPN, suddenly it indicates that the WiFi networks are working appropriately (because it can reach Google servers via the VPN).
