Okay here's the deal.

We remove the SegWit discount, so that ordinal inscriptions can't abuse the chain. Bringing us to 1MB blocksize again.

BUT, we implement Cross-Input Signature Aggregation at the same time, so that financial transactions have a huge advantage and low fees.

Cross-Input Signature Aggregation (CISA) lets you do one Schnorr signature (64 bytes) over multiple inputs, potentially saving an enormous amount of fees.

This is a better fix than SegWit discount, and it can't be abused to embed non-financial data into the blockchain.
