What would be useful would be sub-critical acute care clinics, run by the health authority. Something happens outside of GP office hours, but it's not something that requires critical care, you go there.
Get triaged by a nurse/NP, see a doc, get point-of-care bloodwork done, if you need an x-ray, simple CT, or ultrasound done it can be done on-site.
