Not rulers, but natural leaders, that lead by example, and following them is totally voluntary and never based on force, and in a single territory there may be millions of them. In fact, in every family there is always a natural leader, in a company, in an organization, etc. Those don't have anything to do with gov. Gov is a coercing scam imposed by brutal force and threads of kidnapping and murdering.
