Had the sites (especially the D8 ones) been kept up-to-date all along it would have been easier, cheaper, and less time-consuming, but budgeting for BUILDing sites is under a different regime than budgeting for ongoing maintenance. There's little taste for, and little understanding of, the fact that websites aren't "set it and forget it" assets.

Moving to D10 is even harder - things that were deprecated but could still be used in D9 are removed in D10, and other things just haven't been updated to keep current. Biggest one being the GraphQL module. We built a big CaaS site using GraphQL 3.x, which has its own (Drupal-centric) schema. GraphQL 4.x is completely different, and requires that you create your own schema, but we have extensive front-end apps using the existing schema and it will be a big lift to modify those apps.

Just part of the fun of building on open-source platforms, I guess.
