The police seem to have approached this as though this was not a professional. The river is the most likely place for him to make an escape (to my mind, anyway). He had a boat at the launch? He knew that river. I suspect he used scuba equipment at some point to stay undetectable as long as possible. He may be well out of the area by now. Please hire someone more cunning than a beat cop for times like this.
