Powell wasn’t the choice of the White House (I won’t say Biden because he still thinks Alan Greenspan is the chairman).
But the Street called their Senators and told them that the choices the WH wanted were unacceptable and not to be confirmed.
This is, ultimately, a good thing as the WH choices were awful.
