**What if L’affaire {Durov, Telegram} is actually hiding a nation state turf war over mass surveillance?**
A Friday Fun thought experiment! What if Telegram is (and always has been) a giant [nation-state grade “EncroChat”](https://en.wikipedia.org/wiki/EncroChat ), i.e.: an enormous criminal intelligence [honeypot](https://en.wikipedia.org/wiki/Honeypot_(computing) ), run first by/for Russia, then semi-autonomously, and now is subject to annexation by the French? As [Ian Batten](https://www.linkedin.com/in/ianbatten/ ) put it:
> Tell the gullible that it’s a dangerous, criminal, anarchic place for the mad, bad and dangerous to know, then read all their communications. > Like the UK and US selling Enigma and similar systems to all their “allies” after the war.
In this model all of the current outrage about “abuse” is actually window dressing to hide the pursuit of leverage for a takeover, the goal being to milk the historical corpus of content, and/or the hope of Telegram carrying-on under new national management. Some have already [compared the two situations of Telegram & EncroChat](https://unherd.com/newsroom/frances-war-on-encryption-comes-for-telegram/ ), but we’ve not seen it proposed that Telegram has *always* been such.
