Maybe the soil is hydrophobic? That happens a lot with house plants, trick is don’t water until the soil is complete dry up to your first knuckle in your finger.
Water thoroughly when you do water though
To remedy hydrophobic soil, set the potted plant in a bucket of water (filled about halfway up the pot) for a day or two
