I didn't say the various elements were not from photographs. And i didn't say that photos are not skillfully taken by a photographer. But, putting or blending various photo parts together in ways that produce a new invented or non-real image would be (in my humble view) better called digital art (or Collage if an actual scissors and glue method were used).
There is room for interpretation depending on people's definitions. But manipulated photos become 'art', in my mind.
