Just because your dog is small and cute does not mean it's not reactive and in need of help about it.
It's not normal for a dog to bark and yip like it's having a panic attack every time you take it outside.
Your dog is stressed the fuck out, and you have a moral obligation to try to alleviate that. Just because a small reactive dog is less dangerous than a large reactive dog does not mean you get a pass on working with your dog through that anxiety.
This toot brought to by my weariness of a neighborhood dog that even the other dogs react to like "whoa buddy, you ok?"
