wow, what a mess the register has made

the report conflates two entirely distinct situations:

- the license's requirements that distributors don't add further restrictions when distributing the work or derivative versions

- the previously-implicit understanding that, when copyright holders misleadingly publish their own original works under "the license + additional restrictions", recipients are being given permission to distribute the work under "the license" (without additional restrictions).

IANAL, but backpedaling from the granted permission looks like fraud to me: if they don't want to allow distribution under "the license", they should have distributed their program under another license that suits their needs and doesn't grant the permission that's spelled out there but they didn't want, instead of confusing users (and courts? 🙂 with licensing practices that pretend to use a well-known name but sets forth incompatible provisions
