Either there was evidence to suggest a child was at risk or there wasn't, ffs. Whether or not a riot ensued should have no bearing on the decision.
But it wouldn't surprise me if the safeguarding of children is sacrificed for 'the good of the community' in this case. That's what happened / is still happening with grooming gangs.
