Yes, you can do this.
This is what Trunk did years ago, there are remnants of this in the text on the site (it talks about "mass follows" in some parts).
They stopped offering CSV files because mass following can be misused by spammers, abusers etc, as it doesn't require the permission of people who end up on the list.
For example homophobes could mass follow gay people and do homophobic replies to them 😟
(I guess Bluesky doesn't care about this side of things?)
