Is there such a thing as an open source event planner?

- I need to organise a small party.
- I don't know all the guests and need them to rsvp.
- I need an online page to direct people to.
- I'd like it to be password protected.
- It'd be nice if photos could go up after the event.
- I have a small budget.

(I don't want to use a Facebook event page obvs.)
