I lean towards the idea of admins being more permissive and let individuals block if they want. But, admin blocking also helps to "cultivate" their users and push out those that aren't like minded.
Mastodon gives each user the ability to block entire domains or specific users if they choose to. I prefer to choose on my own in most cases.
