I will never get why people say the government doesn't control the economy, when there are so many ways it does such as:
Licensing/permits
Zoning laws
Inflation
Intellectual property
Corporate welfare
Bailouts ("too big to fail")
Import and export quotas
Tariffs
Trade embargoes
and much, much more. Also don't forget the dreaded commerce clause.
When people say the government doesn't control the economy, I think they are really referring to the counter-economy.
