I just happened to notice the wording when I was checking my test accounts on other instances and noticed that some of them were blocking other instances like crazy for very flimsy reasons, and after I created my accounts they changed the rules and I couldn't really agree with them. Your instance, on the other hand, has very reasonable rules that do not take a strong stance. I like it!
