There are improvements to be made at all levels (store UI, more portals, etc.) but I think it's important to be honest about the status quo.
As for how many apps actually need network, I'd be interested in doing some actual research on this, i.e. how many apps currently have the network sandbox hole, what do they need it for, etc. There are a lot of use cases where we could significantly reduce the attack surface with an interactive user-facing permission.
