The argument mentioned in the article is that cars are parked in the RH lane which should be(come?) a cycle lane. But off-peak hours, it’s a parking lane again?
Or is it: LH is a car lane, centre is parking off-peak, RH is bicycle full time? I somehow doubt car drivers will accept that.
