The exploding device game is not really worth it in my opinion. I'm imagining some country doing this with Apple (Google, etc) devices. That would be an attack (brand damage, theft, etc) on US companies and, in my opinion, would warrant a response from our government.
It's just too messy and I think we should all agree to put it into the bad actor category of attacks. I don't see an overall gain coming from this sort of thing, especially when explosives are involved. Even the addition of spyware is too messy for my taste.
On the flip, it probably is less damaging overall compared to just bombing the entire area, but I still think the overall global damage is too high in the long run. It will get out of control.
