Like any good habit, it takes weeks of conscious effort to establish it. You start out doing the 4-7-8 breathing in a state of relaxation (after naturally waking up in the morning, right before bed when you're starting to doze off, in the afternoon when you're not stressed...) Your body/mind starts to associate the breathing exercise with a state of relaxation, and like Pavlov's dog, you can later use it to re-enter that state.
