A few years ago, I looked into my options for dual citizenship. My great-grandparents were immigrants and primarily spoke German. I was hoping for "German Citizenship by Descent" but it turns out that they were from Ukraine. In 1763, Tsarina Catherine the Great signed a manifesto inviting foreigners to settle along the Volga River. The Germans took her up on the offer and the Volga Germans became a thing.
