Ffs I figured it out. I wasn't actually cleaning the sensor.

There's a 'manual clean' function on the camera that flips the mirror up and exposes the sensor for cleaning.

I, being a moron, was flipping the mirror up and cleaning the sensor cover, wondering why it wasn't working lol
