There is so much that is specific to tech writing and tech book publishing in particular that people outside of the industry don't realize!
I agree that finding the time is *critical* and it's so important that I devote the first part of Chapter 4: The First Draft, to exactly that topic. People who are writing tech books typically already have a full-time job, so finding the time for a 2nd full-time job is a challenge!
