But any vote in that direction will be obviously vetoed by Hungary, and probably openly criticized by all the rightwing forces on the continent amid fears of losing control of the laws in their countries.
A good starting point would be to remove the unanimity condition from any motions on international politics, as the "it impacts my country" excuse is a bit less relevant. But even such a vote would be strongly opposed by Hungary.
It sounds to me that the best solution is to kick them out, then forge EU laws in such a way that a Hungary case is unlikely to occur again in the future, and once Orban is gone they can apply to join again, this time abiding to the new rules.
