I’m no expert in this area of law but I feel like profit may be too narrow for the intent of the statute. There are probably MSBs they want fully registered that don’t make a profit off of every part of their business, so they could break the business into two and only register the profit generating part. Venmo is the first example that comes to mind. AFAIK they don’t profit off anyone sending money from their Venmo balance to another Venmo account. I could be completely off here though.
